Invitation for Expressions of Interest

Indefinite Delivery Contract for National Resettlement Specialists in PRC

Background

The Asian Development Bank (ADB) has a large portfolio of infrastructure projects in the People's Republic of China (PRC), many of which involve land acquisition and resettlement. The East Asia Department (EARD) of ADB requires assistance with resettlement supervision from time to time. For this reason, ADB intends to retain a panel of national resettlement specialists that can be engaged on short notice based on operational demands.

ADB intends to pre-qualify and retain up to ten national resettlement specialists under an Indefinite Delivery Contract (IDC) to provide support on an as-required-basis. It is anticipated that the services required under this IDC will commence on 1 April 2008 and continue intermittently for a period of 2 years.

When required by a particular division or the ADB Resident Mission in the People's Republic of China (PRCM), ADB will execute an IDC Assignment (IDCA) where one or two of the resettlement specialists will be contracted to provide services as specified in the TOR for a particular assignment. The scope of assignment could include:
  1. participating in ADB loan supervision missions;
  2. assisting and providing guidance to executing agencies (EAs) and implementing agencies (IAs) to update resettlement plans (RPs);
  3. conducting a desk review of external monitoring and evaluation reports or updated RPs;
  4. providing training to project officers for ongoing ADB projects with resettlement; and/or
  5. participating in ADB Project Completion Report missions.

For each completed IDCA, the resettlement specialist will receive remuneration for fees and out-of-pocket expenses (OPEs) as agreed with ADB. Fee rates would be established at the commencement of the IDC for all specialists based on their level of experience. Rates will be re-assessed in April 2009. OPEs will be based on standards set by ADB for the cities where the specialist is required to travel.

Qualification of Resettlement Specialists

The Consultant must
  1. be knowledgeable on ADB's social safeguard policies and compliance requirements,
  2. possess a minimum of a university degree in social science or engineering,
  3. have at least 7 years relevant experience in resettlement planning, investigation and supervision, and
  4. have good English oral and written capabilities.
Invitation and Deadline for Submission of Expressions of Interest

ADB now invites eligible national resettlement specialists from the PRC to express interest in providing the services for the above mentioned IDC. Interested candidates should express interest using the attached curriculum vitae template. Candidates will be selected in accordance with the policies and procedures set out in the Guidelines on the Use of Consultants by ADB and its Borrowers dated February 2007.
