Results Management Specialist - Staff Consultant

Details of the assignment:
Duration of assignment: 11 months
Place of assignment: ADB Headquarters, Manila (with occasional travels to selected ADB Developing Member Countries)as appropriate and agreed upon
Tentative commencement date: 15 June 2008
Anticipated completion date: 31 August 2009
Type of consultant: Individual

Purpose of the Assignment:
The purpose of the assignment is to conduct a review of the ADB's Managing for Development Results (MfDR) Revised Action Plan (2006-2008) and assist in the operationalization of the recommendations arising from such a review.

Scope of Work:
The staff consultant will be responsible for:
  1. undertaking a focused and intensive process to review the MfDR Revised Action Plan (2006-2008;
  2. reviewing the existing terms of reference and mandate of the Results Management Unit (SPRU); and
  3. providing support to the finalization and operationalization of the updated MfDR Action Plan based upon the review conducted under (i).
Detailed Tasks:
A. Phase 1: Review of ADB's Revised MfDR Action Plan (5 months between 15 June - 31 December 2008)
  1. Formulate the methodology of the review (e.g. desk study, field visits, interviews, surveys, focus group discussions) in consultation with SPRU management and staff, and other ADB staff, as appropriate.
  2. Conduct a focused and intensive review of ADB's Revised MfDR Action Plan (2006-2008) which includes: (i) assessing ADB's current status on MfDR progress; (ii) identifying major issues, bottlenecks and challenges; and (iii) putting forward a set of draft recommendations for future action. The review will build on the 2005 review by Universalia of Canada, the four successive Progress Reports on MfDR presented to the Bank's Development Effectiveness Committee (the last in December 2007); the Special Evaluation Study on a preliminary assessment of MfDR in ADB by the Operations Evaluation Department (2008) and the various papers presented to donors at the replenishment meetings (2007-2008) for the Asian Development Fund (ADF).
  3. As part of the review of Revised MfDR Action Plan, review and update SPRU's Terms of Reference which were approved by the President in January 2004.
  4. In consultation with SPRU, prepare a full report explaining the methodology, findings and recommendations of the review, for SPRU's presentation to ADB's Management.
B. Phase 2: Operationalization of the Recommendations of the Review Conducted under Phase 1 (6 months between 1 January - 31 August 2009)
  1. Assist SPRU in preparing a revised MfDR Action Plan based on the findings and recommendations under Phase 1.
  2. Prepare the first progress report on the revised MfDR Action Plan based on inputs derived from Regional Departments and other relevant offices of ADB.
  3. Provide other assistance necessary to operationalize the recommendations of the review conducted under Phase 1.

Output/Reporting Requirements:
The expected outputs of the staff consultant include:
  1. Phase 1
    • By 31 October 2008: First draft of the analytical report on the review of the ADB's Revised MfDR Action Plan including proposed updated Terms of Reference of SPRU
    • By 15 December 2008: Final analytical report on the review of the ADB's Revised MfDR Action Plan including proposed updated Terms of Reference of SPRU, and recommendations for revising the MfDR Action Plan
    • As needed: Other documentation and support services required by SPRU to get the report finalized in consultation with relevant members of ADB Management and staff, and to have the report submitted to and approved by ADB's Management
  2. Phase 2
    • By 31 March 2009: First draft of the revised MfDR Action Plan formulated based on recommendations approved by ADB Management under Phase 1
    • By 30 April 2009: Final revised MfDR Action Plan which will be circulated to ADB Management and staff
    • By 31 August 2009: First progress report on the revised MfDR Action Plan
    • As needed: Other documentation and support services required by SPRU to finalize and operationalize the updated MfDR Action Plan

Remuneration
Selected consultant will receive monthly remuneration and out-of-pocket expenses (OPEs) as agreed with ADB. Fee rates would be established at the commencement of the contract based on consultant's level of experience. OPEs will be based on standards set by ADB for the cities where the specialist is required to travel.

Invitation and Deadline for Submission of Expressions of Interest
ADB now invites eligible international results management specialists to express interest in providing the services for the above mentioned contract. Interested candidates should register or update their registration in Consultant Management System (CMS), stating "Result Management Specialist" under "Expertise" and attaching curriculum vitae. Candidates are encouraged to use Full Registration Option.

With respect to each relevant assignment undertaken in the areas enumerated below, the candidate should state the organization for which the assignment was done, time period within which the assignment was completed, objective(s) of the assignment, major activities conducted, and outputs delivered.

Additionally, candidate shall describe working experience with International Financial Institutions, particularly Multilateral Development Banks.
