Recruitment of Consultants:

Expressions of Interest will be accepted until 15 January 2007.

Objectives and Scope:

In association with LAO-Rural Finance Sector Development Program, a grant of $1.98 million was approved by the Japan Fund for Poverty Reduction Grant (JFPR) for catalyzing microfinance for the poor. This project will provide grant funds for eligible micro-finance institutions (MFIs) though a Microfinance Fund (MFF). The MFF will support initiatives by MFIs in the Lao PDR that will
  1. contribute directly or indirectly to improved incomes, livelihoods, and opportunities for poor people;
  2. involve a product, service, system or procedure that is innovative and would be unlikely to be addressed without the support of the MFF;
  3. result (directly or indirectly) in increased access to financial services by the poor;
  4. be sustainable, or result in sustainable impact, after an MFF grant has been utilized;
  5. share resource costs required for implementation between the MFF and the MFI;
  6. be implemented within 3 years, other than in exceptional circumstances; and
  7. not create unfair competition or otherwise distort markets.

Consulting Services Required:

Consultants will be recruited to provide the services for implementation, management, and progress monitoring of the JFPR grant. A total of 46 person-months of international specialists is required, comprising a microfinance specialist/team leader (12 person-months), an accounting and MIS specialist (3 person-months), a legal specialist (1 person-month), and a management assistant (30 person-months). A total of 53 person-months of national specialists is required, comprising two microfinance specialists (each for 25 person-months), and an accounting specialist (3 person-months).

A firm will be engaged for the consulting services, following the quality- and cost-based selection process, and the simplified technical proposal will be used, in accordance with Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers dated April 2006.
