Consulting Services:
The Ministry of Communications, Science and Technology (MCST) is seeking consultants to oversee implementation of both Network and Application Turnkey Projects. As part of this task, the consultants will be required to establish and maintain quality control mechanisms, advice the Project Management Unit (PMU) about problems that arise in the implementation and to ensure that the employer's requirements are met by the contractors. Estimated budget for both consultancies is US$ 400,000.

The Ministry now invites Expressions of Interest (EOI) from eligible consulting firms to indicate their interest in providing these services. The initial invitation of EOI was advertised in the local English newspaper in January 2004. International companies from member countries of ADB should express interest in being shortlisted.

EOIs should be sent directly to the above address not later than the working hours of 17 June 2004 with a copy to the
Project Officer,
South Asia Transport and Communications Division,
ADB Headquarters,
Manila, Philippines.

The consulting firms should not be in any way associated with contractors who are competing for the Network and Application Turnkey tenders. Interested consulting firms must provide information indicating that they are qualified to perform the services (description of similar assignments undertaken, experience in similar conditions, availability of appropriate skills among staff etc).

The letter of invitation to submit detailed Technical and Financial Proposal is expected to be issued in June 2004 to only the shortlisted firms.

Further information can be obtained from:
Project Management Unit,
Ministry of Communications, Science and Technology.
All consultants will be selected and engaged in accordance with the quality and cost-based selection method of ADB's Guidelines on the Use of Consultants.
