1. The Kingdom of Cambodia has received a loan from the Asian Development Bank (ADB) towards the cost of the Health Sector Support Project. Part of this loan will be used for payments under the contracts named above. Bidding is open to bidders from eligible source countries of the ADB.
2. The Ministry of Health ("the Employer") invites sealed bids from eligible bidders for the Construction / Rehabilitation of Health Facilities in Operational Districts of various provinces in Cambodia ("the Works") as under:
Lot 1 - Construction and Rehabilitation of Ponhea Krek Referral Hospital in Kampong Cham Province (Bid No. HSSP/ADB/ICB/C.W/Block 2-Lot 1/06)
Lot 2 - Construction and Rehabilitation of Sen Monorum Referral Hospital in Mondulkiri Province (Bid No. HSSP/ADB/ICB/C.W/Block 2-Lot 2/06)
Lot 3 - Construction and Rehabilitation of Preah Sdach Referral Hospital in Prey Veng Province (Bid No. HSSP/ADB/ICB/C.W/Block 2-Lot 3/06)
Lot 4 - Construction and Rehabilitation of Banlung Referral Hospital and 4 Health Centers (at separate locations) in Rattanakiri Province (Bid No. HSSP/ADB/ICB/C.W/Block 2-Lot 4/06)
3. Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid.
4. Only eligible bidders with the following key qualifications should participate in this bidding:
For Lot 1/Lot 3
- Should have a minimum experience of Building Construction Work of at least 5 years.
- Should have a Minimum Annual Average Construction Turnover in the last 3 years of at least US$ 1, 400,000 equivalent, and demonstrate availability of Liquid Assets of at least an amount equivalent to the bid price (Banker's Letter committing a line of credit if awarded the contract, will be an acceptable form of Liquid Assets).
- Should have past contract experience as a prime contractor of successfully executing a minimum of 2 Building Construction projects each with contract value of at least US$ 500,000 equivalent.
- Should have past contract experience (either own experience or through sub-contractor) of Water Well Drilling of a minimum of 5 Wells of around 150 mm diameter drilled in hard rock to around 50 meter depth.
- Demonstrate availability of the Minimum Construction Plant and Equipment (as indicated in the Bidding Document) for the contract.
- Should be in a position to depute (i) a full time Construction Manager with at least 5 years of construction management experience (ii) a Structural Engineer with minimum of 5 years structural design/construction experience (iii) Electro-Mechanical Supervisor with a minimum of 5 years experience in similar contracts (iv) Surveyor with minimum of 3 years surveying experience (preferably Total Station Surveying Equipment) (v) Auto CAD Technician with a minimum of 3 years experience in Structural Detailing and As Built Drawings.
For Lot 2/Lot 4
- Should have a minimum experience of Building Construction Work of at least 5 years.
- Should have a Minimum Annual Average Construction Turnover in the last 3 years of at least US$ 1, 300,000 equivalent, and demonstrate availability of Liquid Assets of at least an amount equivalent to the bid price (Banker's Letter committing a line of credit if awarded the contract, will be an acceptable form of Liquid Assets).

6. To purchase the bidding documents in English, eligible bidders should:
- write to address above requesting the bidding documents for HSSP/ADB/CW-Block 2/06 (specifically indicating the Lots which they wish to purchase)
- pay a non-refundable fee of US$75 (for each Lot) by Cash or Certified Check (Banker's Check) or Direct Money Transfer to

- Documents may also be requested by mail or fax. A complete set of documents will be couriered to the applicant (if so requested) upon receipt of a total non refundable payment of US$150 (for each Lot) or an equivalent amount in a freely convertible currency (which includes an additional amount of US$75 for courier charges).
7. Deliver your bid to the address above on or before the deadline: 21 April 2006 at 10:00 hours together with a Bid Security in US Dollars (or an equivalent amount in a freely convertible currency) as under:
Lot 1 - US$ 16,500
Lot 2 - US$ 15,000
Lot 3 - US$ 16,500
Lot 4 - US$ 15,000
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. Late Bid will be rejected.
