Loan 1996: Wuhan Wastewater Management Project

Consultant Services for Water Quality Modeling

Request for Expression of Interest

The Government of the People's Republic of China has applied for a loan in the amount of $83 million equivalent from the Asian Development Bank (ADB) towards the cost of Wuhan Wastewater Management Project, and intends to apply a portion of the loan proceeds to make payments under the contract for consultant services for water quality modeling of this Project. The loan was approved on 25 April 2003 and effective on 30 April 2004.

The scope of the consultant services for water quality modeling (including hydrological, hydrodynamic, water quality and ecological models) includes the following:

  • Rivers. Wuhan reach of Yangtze River and Wuhan reach of Han River
  • Lakes. East Lake systems (including the Shahu Lake systems), the South Lake and the Tangxun Lake.
The objectives of the water quality modeling are:

  • Carry out the water quality modeling tasks for (i) monitoring, analysis, projection, management and control of water environment in Wuhan; (ii) simulation of various management/planning scenarios for the current and future water quality conditions; and (iii) analysis of influences and interaction among the rivers and lakes, so as to develop a preliminary water environment monitoring and control system for emergency prediction in the event of water pollution incidents and decision support to assure water environment safety in Wuhan.
  • Initiate a water environment monitoring, control, projection and decision-making system in Wuhan.
  • Create the database systems compatible with the Wuhan water environment geographic information system (GIS) and the models with regular updating of the database systems. Prepare a manual of models and modeling parameters for pollution load estimate, hydrodynamic and water quality modeling based on and consistent with the real situations in Wuhan.
  • Provide an open research platform for governmental authorities and institutes to exchange ideas and to collaborate and support each other in improving the water quality of Wuhan Municipality.
  • Analyze, assess and forecast the impacts of the discharges of effluent from WWTPs and the untreated wastewater to the water quality of Yangtze River, Han River, East Lake, South Lake, Shahu Lake systems and Tangxun Lake.
Total 26 person-months of international and 102 person-months of domestic consultants input will be required under the consultant services. The duration of consultant services is 20 months.

Consultants will be recruited in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers.
