Recruitment of Consultants:
Expressions of Interest will be accepted until 15 January 2007.
Objectives and Scope:
The objective of the TA is to assist the Government to implement key aspects of the rural and microfinance program embodied in its Strategy to develop a market-oriented, financially self-sustainable rural and microfinance system that contributes to poverty reduction and the country's economic growth and prosperity. Specifically, the TA will assist the Government to implement two complementary components.
A. Program Management Component
1. The TA will assist the Bank of Lao PDR (BOL), the Agriculture Promotion Bank (APB), and other Government ministries and agencies to
- coordinate and integrate rural and microfinance policy reforms and strategy implementation;
- carry though APB's policy lending phase-out plan, the loan work out plan initiated in 2003, and the performance-based recapitalization of APB to ensure its full transition to market-oriented operations; and
- formulate and document a simplified mechanism, policies, and procedures for on-budget policy lending.
B. APB Human Resource Capacity Building Component
2. This component of TA will assist APB to implement the human resources management component under phase 2 of its restructuring plan. Specifically, it will assist APB to:
- Develop performance standards and a performance assessment system.
- Introduce modifications to employee contracts to link them to job descriptions and codes of practice.
- Devise a new bonus scheme to reward individual excellence in job performance, as well as collective success in terms of the bank's profit per IAS, based on the new job descriptions and performance assessment system.
- Develop and deliver the training courses outlined in the training plan prepared in the first phase.
Consulting Services Required:
A total of 16 person-months of international specialists will be required, comprising a financial sector reform specialist/team leader (5 person-months), a bank restructuring specialist (3 person-months), a corporate planning specialist (2 person-months), and a human resources specialist (6 person-months).
Consultants will be recruited through a firm in accordance with ADB's Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers dated April 2006 and following ADB's quality- and cost-based selection (QCBS) method. Over a period of 24 months
