Loan 1881-BAN(SF): Post-Literacy and Continuing Education

Invitation for Expressions of Interest from NGOs to Implement the Post- Literacy and Continuing Education Program

1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) and grant from the Department for International Development (DFID) and the Swiss Agency for Development and Cooperation (SDC) towards the cost of the project titled "Post-Literacy and Continuing Education for Human Development Project-2 (PLCEHDP-2)" and intends to apply part of the proceeds of this loan to payments under the contract for Implementing Non-Government Organization (INGO) services for implementation of Post-Literacy & Continuing Education Program in 210 Upazilas of 29 Districts of 6 Divisions.

2. The objectives of the project are to develop human resources of the country, to include about 1.6 million neo literates in post literacy and continuing education programs to consolidate, maintain and upgrade the literacy skills they have acquired previously, to help develop their life pattern by increasing their incomes through providing technical skills training. The project has been reformulated to support new implementation strategy and implementation & dissemination of the approved NFE Policy Framework that the Government has developed and instituted to guide the planning, operation and coordination of Non-Formal Education (NFE) sub-sector activities in the Country. The Government of Bangladesh (GOB) will select and contract experienced large INGO, with adequate functional capacity, one for each project district. The INGO will be responsible for effective implementation of the project in the allotted district including internal monitoring. Each INGO will be responsible for the following tasks:
  1. Provide post literacy and continuing Education;
  2. Conduct baseline survey to identify target areas and potential skills;
  3. Identify and appoint supervisors and facilitators;
  4. Mobilize community to identify learners, Center Management Committee (CMC)members, venue, potential skills and service providers;
  5. Help district level Assistant director of BNFE to organize training program for CMCs, supervisors and facilitators and to conduct social mobilization programmes;
  6. Help CMC to establish and make it operational and
  7. Monitor the performance of Continuing Education Centers (CECs)
3. The INGOs will be selected in phases. One INGO will be selected for one district and INGO may include associate service provider/associate NGO as necessary for implementation of program. The associate service providers/associate NGOs must have been registered under Social Welfare Department/Directorate of Women Affairs/ Bureau of NGO Affairs/Registrar of Joint stock Companies of the Government and at least have three years of NFE experience after registration.

5.It is estimated that for the 3rd phase of the project around 3117 CECs covering around 187020 participants in 11 (Eleven) districts will be established during the project period. Each CEC will have 30 male learners and 30 female learners in two shifts every year. Post literacy and continuing education course will be 9 months followed by 3 months follow-up activities.

6. The Project Director, PLCEHD-2 under the Bureau of Non Formal Education (BNFE) of Ministry of Primary and Mass Education (MOPME) invites eligible INGOs to submit their Expression of Interest (EOI) for the above contract. Interested INGOs must provide specific information with supporting documentary evidence for above requirements, demonstrating that they are qualified to perform the services.

7. Interested INGOs are required to submit their EOI to the address indicated below by 31 March 2008. Only short listed INGOs will be asked to submit the proposal as per Request for Proposal (RFP). One INGO will be allowed to submit Expression of Interest (EOI) including the list of associate service providers /associate NGOs for up to 3 districts. The BNFE will select and contract one INGO for each district. Subject to satisfactory performance review, the contract may be extended for the whole project period with annual performance review.

8. INGOs will be selected in accordance with the procedure set out by GOB and ADB. The BNFE reserves the right to accept or reject any or all EOIs without assigning any reason(s) whatsoever and in such case no compensation will be entertained.
