Loan 1881-BAN(SF): Post-Literacy and Continuing Education

Request for Expressions of Interest from Consulting Firms

for Package - S5: Consultancy Services for Comparative Overseas Study Tours

1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) and grant from the Department for International Development (DFID) and Swiss Agency for Development Cooperation (SDC) towards the cost of the project titled "Post-Literacy and Continuing Education for Human Development Project-2 (PLCEHDP-2)" and intends to apply part of the proceeds of this loan and grants to payments under the contract for Consultancy Services for Curriculum Development and Program Implementation (CDPU) to develop and test a wide range of core curricula to be used by implementing NGOs (INGOs), assist BNFE/PIMU in expanding coverage of the continuing education program to ultimately take in all 210 Upazilas, develop tools to ensure effective program implementation, identification of scopes of remunerative activities for women and relevant activities required under plan of action to achieve the target of PLCE program.

2. The objectives of the project are to develop human resources of the country, to include about 1.6 million neo literate in post literacy and continuing education programs to consolidate, maintain and upgrade the literacy skills they have acquired previously, to help develop their life pattern by increasing their incomes through providing technical skills training. The project has been reformulated to support new implementation strategy and implementation and dissemination of the recently approved NFE Policy Framework that the Government has developed and instituted to guide the planning, operation and coordination of Non-Formal Education (NFE) sub-sector activities in the Country. The Government of Bangladesh (GOB) will select and contract one experienced large Implementing Non-Government Organizations (INGOs), with adequate functional capacity, for each project district. The INGO will be responsible for effective implementation of the project in the allotted district and internal monitoring.

3. The Services to be procured under this Contract Package are Consulting Services on Comparative Overseas Study Tours for the Post-Literacy and Continuing Education for Human Development Project-2 (PLCEHD-2). For details, please download the scope of services and specific tasks of consultants.

4. The objective of the Study Tour is Capacity Building for organizations involved in the PLCEHD-2 Project implementation process and with the intentions of strengthening the regulatory and supervisory functions of government officials. Capacity building encompasses both human resources development for individuals and institutional or organizational development. Both kinds of development are mutually dependent, constitute an on going process, and are instrumental in achieving the purpose and goal of the Project. Organizational capacity building demands that the PLCE services promoted for poverty reduction not be isolated interventions.

Post Literacy and Continuing Education is a new concept in Bangladesh of which the institution/personnel, who are involved in planning, implementation, monitoring, evaluation, material development, training etc., of the programs are not very much acquainted with. Currently many countries are involved in implementing post literacy and continuing education programs. The countries who have a commendable success in the field of post literacy and continuing education, are Canada, UK, Australia, Japan, Philippine etc. A total of five (5) teams will visit overseas countries under the PLCEHD-2. Each team will consist of 10 members. The representatives from Office of the Chief Advisor, MOPME, BNFE, Planning Commission, IMED and ERD will participate in the overseas study visit. The participants can develop their own capacity with experience gathered and the field of mutual cooperation among different countries will be ushered.

5. Applicants must submit the following documents with EOI:
  • Registration Certificate
  • Current tax/vat certificate
  • 3 years audit report
  • 3 years financial turnover
  • Abundance of similar work experience and other documents mentioned in the illegible criteria
  • Bank solvency certificate
6. The Project Director, PIMU, PLCEHD-2 under BNFE of Ministry of Primary & Mass Education (MOPME) invites eligible consulting firm to submit their Expression of Interest (EOI) for the above services. Interested consulting firm must provide information with documentary evidence for above requirements, demonstrating that they are qualified to perform the services.

7. Interested consulting firm may obtain further information from the address below from 0900-1600 hours from Sunday to Thursday except government holiday.

8. Consulting firm will be selected in accordance with the procedure set out by Government of Bangladesh (GOB) and Guidelines on the Use of Consultants by ADB and its Borrowers (February 2007).

9. Interested consulting firm are required to submit their expression of Interest (EOI) to the address indicated below by 27 March 2008. 10. The BNFE reserved the right to accept or reject any or all EOIs without assigning any reason(s) whatsoever and in such case no compensation will be entertained.
