International Invitation for Expressions of Interest (EOIs)
for Providing Training for Capacity Building on Quality and Cost Based Selection (QCBS)
Loan No. 2188/2189-BAN: Gas Transmission and Development
1. The Government of Bangladesh (GOB) has received financing from the Asian Development Bank (ADB) toward the cost of the Gas Transmission and Development Project. GOB intends to apply a portion of the funds to eligible payments under the project entitled "Providing Training Services for Capacity Building of Energy and Mineral Resources Division (EMRD) of Ministry of Power, Energy and Mineral Resources, and Petrobangla and its companies" for which this Request of Expression of Interest (EOI) is issued.
2. Bangladesh Oil, Gas and Mineral Corporation (Petrobangla) is going to implement the project by engaging an internationally reputed training institute/organization and consulting firm to provide training services for capacity building of the concerned personnel of EMRD of Ministry of Power, Energy and Mineral Resources, and Petrobangla and its companies.
3. Interested training institute/organization and consulting firm having established experience in the relevant fields are hereby invited to submit their Expression of Interest (EOI) indicating their desire in providing the fields of training mentioned below. The training institute/organization and consulting firm must submit necessary printed brochures showing organizational background, financial standing, list of general and related experience, 3 CVs of each category of trainers showing their experience and academic background, etc. and resources/logistics confirming the training institute/organization and consulting firm's intent/capabilities to provide the training as per para 4 below.
4. Under the above context, Petrobangla intends to prepare a shortlist of internationally reputed training institutes/organizations and consulting firms from eligible ADB member countries having requisite experience in organizing and conducting the following categories of training:

5. The EOI proposals should include information on the followings for evaluation:
- General information and experience of the training institute/organization and consulting firm: This includes name, address, year of establishment with functional break-up, if any etc; experience in training alongwith similar types of project executed and currently in hand; experience in south Asia regions along with projects executed and currently in hand; financial standing e.g. bank solvency certificate and last three years' audited reports of the training institute/organization and consulting firm; and general information of local agent including their organizational set-up, manpower, experience etc.
- Experience of the training institute/organization and consulting firm in relevant training
- CVs of the resources personnel (trainer)
- Details of resource available of the training institute/organization and consulting firm: Home office resources, number of staff, office equipment, computer facilities, library and other facilities
- Training institute/organization and consulting firm's intention to provide the requisite services as per para 4 above.
6. Only shortlisted training institutes/organizations and consulting firms will be invited to submit technical and financial proposals.
7. Interested training institutes/organizations and consulting firms may obtain further information at the address below during 9 a.m. to 5 p.m. on all working days (Sunday to Thursday):

8. Envelope containing 05 (five) copies of EOI along with relevant supporting documents marked with "EXPRESSION OF INTEREST (EOI) FOR PROVIDING TRAINING SERVICES FOR CAPACITY BUILDING OF ENERGY AND MINERAL RESOURCES DIVISION (EMRD) OF MINISTRY OF POWER, ENERGY AND MINERAL RESOURCES AND PETROBANGLA AND ITS COMPANIES" is to be submitted on or before 17 March 2008 at 12:00 hrs (BST) to the above address. No EOI received after the deadline will be entertained.
9. Petrobangla reserves the right to accept or reject any or all of EOIs at any stage without assigning any reason whatsoever and without incurring any liability to the affected bidder(s).
