Request for Expressions of Interest for Short Listing of Consultancy Services (Firm)
for Review of Mining Proposal (Under Mine Development Activities)

Energy & Mineral Resources Division has been allocated with Grant from the Royal Norwegian Government being administered by the Asian Development Bank (ADB) under the project titled "Gas Transmission and Development Project (GTDP) [Loan No. 2188/2189-BAN (SF)]" towards the cost of the "Strengthening of the Hydrocarbon Unit in the Energy and Mineral Resources Division (Phase -II)", and intends to apply part of the proceeds of these funds to payments under the contract for the provision of Consultancy Services by a Consulting Firm for "Review of Mining Proposal " under Mine Development head of the Project.

Energy and Mineral Resources Division the Executing Agency (EA; hereinafter referred to as the 'Employer') now invites Expressions of Interest (EOIs) from internationally reputed eligible consulting firms, or joint ventures of consulting firms, from ADB's member countries, and listed in ADB's Database of Consulting Firms (DACON), for short listing for the Consultancy Services. The service will be required for a period of 5 weeks comprising of the following:
  1. Mining Engineer (International) asTeam Leader (0.7 Person-Month);
  2. Mining Geologist (International); (0.7 Person-Month);
  3. Environmental Specialists (International); (0.7 Person-Month);
  4. Financial Analyst (International); (0.7 Person-Month);
  5. Environmental Specialists (Local) (0.7 Person-Month);
    Total 3.5 Person- Months

The Terms of Reference (TOR) of the consultant will include the following among others:
The consultant will offer comments/opinion on
  1. Mine design as proposed in the study considering the geological structure of the mine.
  2. Technical & commercial viability of Mining proposal.
  3. Reasons for selecting underground mining method.
  4. Ground water-handling procedure/aquifer handling method and also recharge the aquifer, if necessary.
  5. Treatment procedure of discharged mine water.
  6. Surface effect of underground mining.
  7. Environmental Management Plan (EMP) including re-settlement plans (if land subsidence issue arises ).
  8. Under ground mining services (transportation, coal handling system etc.), mine ventilation system (ventilation, dust control etc.) and related issues (methane gas handling, spontaneous combustion aspects, fire fighting arrangements, mine rescue plan etc.)
  9. Reclamation procedure and compensation issues.
  10. Socio-economic impact on the entire area due to mining.
  11. Cost, Investment Plan and financial analysis of the project as proposed in the study

International competitive bidding will be conducted, and selection will be made in accordance with ADB's Quality- and Cost-Based Selection (QCBS) procedure, following Guidelines on the Use of Consultants by ADB and its Borrowers and the consultants' recruitment schedule.

Interested Consulting Firms will be required to provide the following information including their eligibility that they are qualified to perform the services:
  1. Background of the firm(s) (limited to one page);
  2. General and overall experience of the firm(s) (limited to one page);
  3. Summary of similar projects undertaken (limited to three pages);
  4. Summary of similar projects undertaken in the country or region (limited to three pages);
  5. Audited financial reports of the firm(s) for the last three years;
  6. Nature, size, employer, location, and type of input for contracts in hand (limited to three pages); and
  7. Summary of permanent professional employees with key qualifications (limited to one page).
The EOI with supporting documents must be delivered on or before 11-00 hrs (BST) on 9 April 2008, in sealed envelopes, marked with ''EOI for Consultancy Services for 'Review of Mining Proposal'(under Mine Development Activities)" and be delivered to below address.

In case of any unavoidable circumstances such as strike, civil commotion, Govt. declared holiday, etc. EOIs will be received and opened on the following working day. Late submissions will be rejected. Partial offer will also be rejected. EOI submitted by Fax/E-mail will be rejected. Likewise photocopy of faxed or e-mailed EOI will also be rejected.

Only individual consulting firms are being invited to submit their EOI for short listing. In case the EOI is submitted by a Joint Venture (JV), the capabilities of only the Lead Partner will be evaluated and only the Lead Partner will be short listed. The Employer will not entertain any claim whatsoever in this respect from other partners of the JV for not short listing their name along with the Lead Partner.

The Consultants who have already submitted their proposals against the previous Request for EOI (advertisement) need not submit again, except to provide additional information.

The Request For Proposal (RFP) to submit detailed technical and financial proposal is expected to be issued to the short listed firms in May 2008. The Employer or ADB will not be responsible for any costs or expenses incurred by the firms in connection with the preparation or delivery of the EOI.
