Loan 2382-BAN(SF): Dhaka Water Supply Sector Development Project

Request for Expressions of Interest

Project Performance Monitoring and Evaluation Consultants (PPMEC)

1. Applications for short-listing of reputed consulting firms/ consortium of firms are hereby invited for providing consultancy services involving Project Performance Monitoring and Evaluation Consultants (PPMEC) for Dhaka Water Supply Sector Development Project (DWSSDP), funded by GOB-ADB and located within metropolitan Dhaka. Project components for which the stated consultancy services are sought mainly include providing assistance to the PMU in measuring the beneficial impacts of the Project, and assessing whether the project facilities are managed efficiently and whether the benefits reach the targeted groups.

2. The participating consulting firms shall be of international repute and are encouraged to have joint venture/association with established local consulting engineering firm(s). No individual firm (international or local) should form association with more than one group.

3. The application to be submitted for prequalification [5 copies] ought to include the following particulars:
  1. Name of the lead firm and associated firms, forming the joint venture or association, if any, with address and details.
  2. Corporate profile of the lead firm.
  3. Actual audited turn-over of the participating firms for the last 3 (three) years
  4. List of similar works at hand and the works carried in Bangladesh and regional countries stating cost of the projects and fees received.

4. The selection will be made in accordance with the Quality & Cost Based Selection (QCBS) methods in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers (February 2007).

5. The application will have to be directly responsive to the requirements mentioned in item 3 above. Information as sought in 3 (c) and (d) should be sufficiently detailed and verifiable.

6. Only the lead firm of the consortium (in case of association for the particular assignment) shall be evaluated for short-listing. In case of Joint venture, all firms forming the JV shall be evaluated.

7. Applications for prequalification/short-listing will be received by the office of the undersigned on or before 14 February 2008 (Thursday) during office hours (09:00 to 17:00 hrs).

8. DWASA reserves the right to accept or reject any or all the applications seeking to be considered for short-listing.
