Loan 1647-IND: Rajasthan Urban Infrastructure Development ProjectRequest for Expression of Interest for Final Benefit Monitoring and Evaluation (BME) of various components under RUIDP based on Base line BME reportsGovernment of Rajasthan is implementing the Rajasthan Urban Infrastructure Development Project (RUIDP) with financial assistance from the Asian Development Bank (ADB). The Project comprises investments for improvements in water supply, sewerage, drainage, solid waste management, slum upgrading, capacity building of municipalities, transportation, and conservation of heritage resources in the six cities of Jaipur, Jodhpur, Kota, Ajmer, Udaipur and Bikaner. A comprehensive Community Awareness and Participation Program in all these sectors is also an integral component of the Project. BME will be used as the principal tool to ensure that the various packages in the Project are conceived with a view to ensure benefits accruing to the target areas and target groups. It should also initially help to establish city level goals in various sectors monitor them on a periodic basis and finally assess the realization of objectives of the RUIDP. The final BME would be based on Base line BME reports available for various 63 packages under the Project which are representative of whole project. The Project Director, RUIDP, invites Expressions of Interest (EOI) in providing these services from Consulting Firms/ Institution or Organizations / registered NGOs with experience of at least 3 years in handling similar work with government or other agencies. The EOIs received would be evaluated on the basis of ADB criteria and a short-list of qualified organizations will be prepared. The short-listed organizations will be supplied Bid Documents, including Terms of Reference, and given adequate opportunity to submit proposals and bids. The Consultant would be selected in accordance with ADB's Guidelines on the Use of Consultants. Interested parties and organizations should provide full information about their relevant activities, supported by documentary proof describing their full-time and part-time staff, office strength, and financial turn-over for the last three years.
