IND-2029: National Highway Corridor (Sector) I Project

Invitation for Submission of Expressions of Interest (EOI) for Road Safety Consultants

1. India has received a Loan from the Asian Development Bank (ADB), towards the cost of National Highway Corridor (Sector) I Project ("the Project") and intends to apply part of the proceeds of the Loan for payments under the contracts for the consulting services for Road Safety component.

2. Road Safety component consists of two subcomponents:
  1. subcomponent for defining the "road safety zone" concept, and
  2. subcomponent for installing necessary road safety equipment/system.
The road safety zone concept will be implemented for a road section of about 120 km between Jhansi and Orai in the state of Uttar Pradesh. The road safety zone will be equipped with several road safety equipment/systems to maximize their impacts:
  1. Advanced Traffic Management Systems (ATMS) to centrally monitor the road situation;
  2. Weigh-in-Motion systems for controlling overloading;
  3. Speed-monitoring equipment for spotting speed violation;
  4. Ambulances and other relief equipment for providing emergency road services.
3. National Highways Authority of India (herein referred to as "the Employer"), intends to engage an international consulting firm to design and supervise installation of systems for corrective and preventive safety measures along the identified safety zone.

The consultant shall:
  1. Assess road safety issues along the selected section;
  2. Establish a road safety indicator baseline;
  3. Recommend solutions for the proposed road safety zone;
  4. Finalize road safety equipment to implement the concept;
  5. Finalize operational arrangements to implement the concept
  6. Prepare tender documents for procurement of road safety equipment;
  7. Act independently and on behalf of the NHAI for procurement and installation of road safety equipment;
  8. Set up the operation of road safety zone.
4. The engagement of a consulting firm is tentatively scheduled from January 2008 to October 2009. About 15 person-months of international consultants (Road Safety Engineer, HTMS Expert, and Procurement Expert) and 17 person-months of domestic consultants (Legal Expert, and Assistant Engineer) will be required to conduct the services. The estimated cost of the consulting services is approximately $500,000.

5. The Employer reserves the right to shortlist or not to shortlist any or all of the applicant(s) or to cancel the entire process without assigning any reason. No liability will be accepted for loss or late submission.

6. The Consultant shall be selected and engaged in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers (February 2007).The Employer shall be using the Quality and Cost-Based Selection (QCBS) method with simplified technical proposal.

7. Interested and eligible consultants from the ADB member countries are invited to submit their EOI including information which will demonstrate their capabilities and experiences that they are qualified to perform the required services not later than 17 October 2007 to the following address:
