Background 1. The north eastern region (NER), comprising the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, forms a distinct geographical unit connected with the rest of the country through a narrow land corridor. While the NER is serviced by road, rail, air, and water transport, road transport dominates the domestic transport of goods and passengers. Roads are therefore critical to the social and economic development of the NER. The road network in the NER is 145,000 kilometers (km) long, comprising 35,000 km of surfaced roads - mostly national highways, state highways, and district roads; and 110,000 km unpaved roads. With the limited exception of the highest class roads, the road network in the NER is in extremely poor condition. Insufficient coverage, weak and rough pavement conditions, poor geometrics because of the terrain, narrow pavements, submersible stretches, poor riding quality, weak, distressed, and semi-permanent timber bridges characterize the state road network in the NER. Poor road connectivity has been one of the major constraints on the development efforts in the NER. 2. The technical assistance (TA) is a component of the technical assistance cluster (TAC) for Project Processing and Capacity Development, which was approved by ADB Board on 30 June 2006 for $15 million, and financed by the Government of the United Kingdom. B. Impact and Outcome 3. The TA is to support the executing agency (EA) and implementing agencies (IAs) of NESRIP in project preparation during the period between the substantial completion of the preceding PPTA and the full mobilization of the loan-financed consultants, and to systematically develop the capacity of state implementing agencies through provision of support in the development of operations procedures for NESRIP, procurement of civil works and recruitment of consultants so NESRIP can smoothly start without experiencing delays experienced under other ADB projects in the state road subsector. C. Methodology and Key Activities 4. A Design and Project Management Consultant (DPMC) will be recruited to assist in detailed design and safeguard documentation, and preparation of bidding document for all the identified roads, and procurement of the Tranche 1 subprojects, and feasibility study and prioritization of additional subprojects. The DPMC will also assist the EA and the state IAs in recruiting loan-financed consultants. D. Implementation Arrangements 5. The Department of Economic Affairs, Ministry of Finance will be the executing agency of the TAC. MDONER and the state PWDs will be the implementing agencies for this component TA. The Joint Secretary of MDONER will be the TA director at the national level. The nodal officers nominated from the state PWDs for preparation of NESRIP will serve as TA directors at the state level. DPMC will be stationed in the NER. 6. The TA will be implemented over 10 months, beginning in February 2007 and ending in November 2007. The TA will be carried out by a firm of international consultants in association with domestic consultants. The firm of consultants will include experts in project management, highway engineering, road and bridge design, engineering survey, geotechnical engineering, transport economics, contract management, social impact assessment and mitigation measures, resettlement and rehabilitation, and environment. The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers, using ADB's quality- and cost-based selection method. Full technical proposals will be requested from the short-listed firms. 7. Subject to successful performance of the assignment under this TA, the same consulting firm may be engaged as the Project Management Consultant (PMC) for the ensuing NESRIP on a single source basis, in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers. 8. DPMC is to carry out part of a broader task of project management, for which ideally consultants should be available for the EA and IAs immediately after the feasibility study phase till the end of the NESRIP. Given the low staffing level of the EA for project administration and the weak capacity of state IAs, support in project management is crucial. Due to the simple reason of unavailability of loan funds for pre-loan effectiveness period, tasks to be carried out before loan effectiveness have been packaged into a separate contract and is proposed to be financed under a grant TA, which is the proposed TA. The tasks to be carried out by the loan-financed PMC are therefore a natural continuation of the tasks of DPMC.
