Request for Expressions of Interest (EOIs)

Consulting Services to assist in Enforcing Control on Truck Overloading through Weighbridge Management

The Government of Indonesia has applied for a loan from the Asian Development Bank (ADB) to finance the Road Rehabilitation 2 Project, ADB Loan 2184-INO, and intends to apply part of the proceeds of this loan to finance services of international and national consultant teams to assist the Directorate General of Land Transportation (DGLT) for enforcing control on truck overloading by establishing a new method of semi-private weighbridge management in selected project locations in provinces of Kalimantan. DGLT in collaboration with relevant Dinas LLAJ/Perhubungan Province Office, will be the implementing agency of these activities.

The consultants will be selected accordance with Guidelines on the Use of Consultants by ADB and its Borrowers (February 2007). Approximately 15 person-months of international consultants and 182 person-months of national consultants will be required to provide but not limited to the following services;
  1. evaluate performance of selected weighbridges in Sumatra and West Java;
  2. design of civil works related to weighbridges and their associated works,
  3. prepare bid documents and assist the Project Manager in bidding and evaluation,
  4. supervise, and monitor civil works related to weighbridges and their associated works,
  5. implement supplementary activities related to the use automatic Weigh-in-Motion (WIM) equipment,
  6. monitor the establishment, operation, and effectiveness of privatized weighbridges, and
  7. introduce appropriate modifications when necessary.
DGLT now invites eligible consultants to indicate their expression of interest in providing the mentioned services and submit information indicating their adequacy in providing such services. The response should include but not limited to :
  • company profile,
  • statement of general experience and assignments and operating conditions,
  • letter of consortium when applicable,
  • availability of personnel as required, and
  • other information related to these services.

Interested consultants may obtain further information at the address below from 10.00 AM to 02.00 PM (Western Indonesian Time), from 6 March 2008 to 8 April 2008. All Expressions of Interest should be submitted to the following address by 8 April 2008 on or before 10.00 AM (Western Indonesian Time). Late submission will be rejected.
