Pre-Feasibility Study and Transaction Advisory Servises for the Kota Bandung Bulk Water Supply Project

Request for Expressions of Interest (EOIs)

The Government of Indonesia (GOI) under support from the Asian Development Bank and the Government of Netherlands will implement Infrastructure Reform Sector Development Project (IRSDP). Project Development Facility (PDF) is part of IRSDP to facilitate project preparation and transaction of Public-Private Partnership (PPP) projects in provision of infrastructure. The proposed Pre-Feasibility Study and Transaction Advisory Servises for the Kota Bandung Bulk Water Supply Project (the Project) is one of Regional PDF model that will be funded by IRSDP.

The procurement committee invites eligible qualified consultant firms to provide advisory services in preparation and transaction for the Project.

The advisory services will include, but not limited:
  1. Development of PPP Pre Feasibility Study,
  2. Development of project Bidding Documents,
  3. Assist Kota Bandung Local Government in Procurement, Negotiation, and Contract of the Project.
Interested Consultant shall submit the Expression of Interest (EOI) indicating their qualification to perform the services (company profiles, brochures, description of similar assignments, experiences in similar projects in last 7 years, qualifications and competency of key personnel, references, etc). Consultants may associate to enhance their qualifications.

Consultant (s) will be selected in accordance with the procedure set out in the Guidelines on The Use of Consultants by Asian Development Bank and its Borrowers (February 2007) using Quality and Cost Based Selection (QCBS) method.

Expression of Interest must be delivered to the address below by Thursday, 27 March 2008 at 16:00 hours.
