Grant 0079-LAO: Health System Development Project
Objectives and Scope
The goal of the Project is to improve health and nutrition in the Lao PDR, particularly among the poor, women and children, and ethnic groups in the eight northern provinces. Its aim is to improve health and nutrition behavior and use of health services and make the provincial health system more effective, efficient, and equitable in delivering PHC.
The objectives of the Project are - to improve PHC delivery, particularly to vulnerable groups, in the eight northern provinces, and
- to strengthen MOH capacity for health system development nationwide, including planning and budgeting, financing, HRD, and coordination.
Correspondingly, the Project has two components.
The Project has two corresponding components. Component 1 will improve PHC delivery by - improving PHC management and quality of care,
- increasing access to PHC,
- increasing PHC financing and affordability for the poor.
Component 2 will strengthen capacity for health system development by - strengthening MOH capacity for HRD,
- strengthening planning and budgeting,
- integrating project administration and coordination.
Consulting Services
The Project will require two international consultants for a total of 12 person-months. The Human Resource Development Expert (9 person-months) and the Social Development Experts (3 person-months) will be hired as individual consultants in accordance with Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (February 2007).
