Consulting Services for Bridge Construction Supervision
Loan 1949-LAO: Smallholder Development Project
Estimated Budget for Consulting Services: $140,000
Objectives and Scope:
The Smallholder Development Project is designed to promote sustainable commercial smallholder agriculture and associated agribusiness in the Lao PDR. To improve smallholder access to domestic and international markets, the Project provided rehabilitation (54 km) and construction (78 km) of strategic roads in the provinces of Champassak, Khammouane, Savannakhet, and Vientiane. In addition, construction of nine bridges (314 meters) in Champassak will be awarded in the first quarter of 2008.
The Government of Lao PDR invites sealed quotations from all qualified local consulting firms for the supervision of the nine bridge construction works (pre-stressed concrete girders) located from Soukhuma to Mounlapamok and from Mounlapamok to Ban Verngnang Roads.

The service will be required for a period between July 2008 to August 2009 comprising of the following:
- Resident Engineer
- Structural/Bridge Engineer
- Surveyor
- Lab Technician
Interested Consulting Firms will be required to provide the following information including their eligibility that they are qualified to perform the services:
- Background of the firm(s) (limited to one page);
- General and overall experience of the firm(s) (limited to one page);
- Summary of similar projects undertaken (limited to three pages);
- Summary of similar projects undertaken in the country or region (limited to three pages);
- Audited financial reports of the firm(s) for the last three years;
- Nature, size, employer, location, and type of input for contracts in hand (limited to three pages); and
- Summary of permanent professional employees with key qualifications (limited to one page).
The Terms of Reference (TOR) of the consultant will include, among others, the following:
- Supervise and ensure Contractors' works delivery progress and bridge construction programs are to be performed based on quality, cost, time as well as compliance with environmental requirements and applicable conditions are to be met.
- Approve the contractor's work programmes, methods statements and material,
- Review of proposed changes to the original drawings and approve all modification of drawings prepared by the contractor & after consultation with DPWT
- Review results of material testing and provide recommendations on its applicability,
- Inspect the works at appropriate intervals to ensure compliance with the required quality standard and assume overall responsibility for the quality of the construction work,
- Endorse the completed works for payment and issue the payment certificates,
- Train the DPWT engineers in the supervision of bridge construction works,
- Participate in project reviews, evaluations and monitoring missions.
The Request For Proposal (RFP) to submit separated and sealed Technical and Financial (with the detailed cost estimates in US Dollar) Proposals is expected to be issued to the short listed firms in April 2008. The Employer or ADB will not be responsible for any costs or expenses incurred by the firms in connection with the preparation or delivery of the EOI.

Expressions of interest received by Fax or Email until 20 March 2008 will be considered. The firm will be selected and engaged by NAFES (MAF) in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers.
