Loan No. 2327-MLD: Domestic Maritime Transport Project
Institutional Development and Capacity Building Component
Invitation for Submission of Expressions of Interest (EOI)
Objective and Scope:
The Republic of Maldives has received a loan from the Asian Development Bank (ADB) and intends to utilize part of this loan towards the cost of the Contract for consulting services necessary to implement the loan's Institutional Development and Capacity Building component.
The Domestic Maritime Transport Project will provide support to the development of the Maritime Transport sector through
- an Infrastructure Investment component; and
- an Institutional Development and Capacity Building component.
The Institutional Development and Capacity Building component aims at increasing the sustainability of the investment and supporting ongoing sector initiatives by providing support to:
- the current efforts to align the Ministry of Transport and Communication's (MTC) organizational structure to its sector mandate in particular focusing on policy, planning and regulatory functions of international and domestic maritime transport infrastructure and transport services;
- capacity building within MTC in the areas of: (a) strategic planning and policy analysis; (b) establishment of harbor usage charges; (c) maritime safety regulations and vessel inspection and registration procedures; (d) project performance and impact monitoring; and
- capacity building within the Ministry of Construction and Public Infrastructure (MCPI) to enable this Ministry to manage, operate and maintain maritime transport infrastructure in the Male in a sustainable manner through: (a) harbor management; and (b) financial management training.
Consulting Services:
About 25.5 person-month of international consultants and 18 person-months of national consultants, intermittently over 21 months, to be funded under the Project, will be required to support MTC and MCPI in institutional development and capacity building. Consulting services will be provided in the following specific areas:
- support to the current efforts to align MTC's organizational structure to its sector mandate;
- capacity building within MTC in the areas of: (a) strategic planning and policy analysis;
- establishment of harbor usage charges; (c) maritime safety regulations and vessel inspection and registration procedures; (d) project performance and impact monitoring; and
- capacity building within MCPI to enable this Ministry to manage, operate and maintain maritime transport infrastructure in the Male in a sustainable manner through (a) harbor management; and (b)financial management training.
The consulting firm will be recruited in accordance with Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers using the Quality and Cost-Based Selection (QCBS) method and requesting simplified technical proposals. The estimated budget is approximately $760,000.

MTC now invites eligible international consultants in association with national consultants to indicate their interest in providing the services. Firms from ADB member countries should express interest in being short-listed.
The Request for Proposals for submitting detailed technical and financial proposals is expected to be issued in the first quarter of 2008 to short-listed firms. MTC reserves the right to shortlist or not shortlist any or all of the applicants without assigning any reason whatsoever.
