Loan 1907-MON: Integrated Development of Basic Urban Services in Provincial Towns Project

The Project Management Office (PMO) of ADB-funded Loan 1907-MON: Integrated Development of Basic Urban Services in Provincial Towns Project is looking for an international consultant for the following position:

Private Sector Participation Consultant

Summary of Duties:

1. Review the current status of private-sector participation in the urban service sector in Mongolia in general and in project cities/towns in particular. Assess the potential for private-sector participation in the sector in the form of corporatization, concession, or privatization. Identify arrangements to implement related strategies, considering such options as leasing, joint venture, build-operate-transfer, and other arrangements for operation and maintenance.

2. Evaluate current goals and operational strategies of project companies. Identify weaknesses in current management and operational structures. Recommend effective ways to improve operational efficiencies of public urban services organizations (PUSOs). Study possibilities of privatization of PUSO and propose principles and methods of privatization if applicable.

3. Work with the Financial Management and Accounting Specialist to prepare the financial accounts and reports for PUSOs operations, in accordance with national accounting standards, which should include income statements, cash flow statements (or sources and uses of funds), and balance sheets. Identify areas where international best practices can be applied, including financial management, accounting standards, and corporate governance. Design step-by-step action plans to implement applicable international best practices.

4. Evaluate PUSOs' capital and organizational structures and identify existing and potential issues, including those in local transfers, rebate loans from the state budget, and aids from international financial institutions. Provide advice to PUSOs on how to address these issues and mitigate risks.

5. Study issues of
  1. safety in existing working environment,
  2. social security systems for current employees, and
  3. vocational training for employees to improve their working capacities. Make practical recommendations to PUSOs by taking into account their respective and characteristics.

6. Commencement of service: 1 September 2007
Termination of service: 15 November 2007
Recruitment to be finished by: 22 August 2007
Duration of service: 2.5 person-months
