MON-2011: Capacity Building for Governance Reform Program TA Loan
Invitation for Submission of Expressions of Interest (EOIs) for Local Management Information Technology (MIT) Expert
The Ministry of Finance of Mongolia is now accepting applications from highly qualified individuals for the consultancy position of Local Management Information Technology (MIT) Expert for the Capacity Building for Governance Reforms that is financed by the Asian Development Bank (ADB).
The Government of Mongolia obtained a loan from the ADB to help the Government enhance its overall capacity to implement the Second Phase of the Governance Reform Program (GRP-II). The Capacity Building for Governance Reforms is an integral part of GRP-II which covers: - financial management reforms in public sector accounting, auditing, and asset valuation;
- support for strategic planning for Public Sector Management and Finance Law (PSMFL) implementation; and
- software and limited hardware support to efficiently undertake output costing, and financial statement and performance audits.
The position generally requires these qualifications:
- Be a Mongolian citizen;
- Should have a Bachelor of Science (B.S.) or higher degree in Computer Science or in other relevant areas;
- Should have work experience in setting up MIS platforms with focus on accounting systems and with advanced technical knowledge;
- Excellent editorial and writing skills in English and Mongolian; and
- Should be proactive and have strong communications skills.
The local consultant will work under the supervision of the International Expert and is expected to perform the following tasks for six (6) person-months:
- Provide assistance in assessing the hardware and software needs of the Mongolian National Audit Office (MNAO) to conduct its activities effectively;
- Assist in identifying an appropriate output costing software package;
- Assist in the procurement of goods (hardware and software) including the review of the technical and functional requirements;
- Install and pilot-test the audit and output costing software packages in the identified budgetary agencies and to implement necessary changes, taking into account the domestic situation, if necessary;
- Coordinate the training on the applications of audit and output costing software;
- Translate the reports, training materials, user's manual to guide on the applications of the software packages and other materials prepared by the International Expert and make copies and disseminate them;
- Provide interpretations and translations during the meetings and trainings; and
- Other tasks as and when required by the Head of the Project Implementation Unit and the International Expert.
Interested applicants are requested to submit: - Curriculum Vitae (should be accomplished using the ADB CV standard format. The CV format/template can be requested from Ms. Khurel written in both the English and Mongolian languages, not exceeding five pages;
- Covering letter (not exceeding two pages) written in the English language, citing the reasons for one's interest in the position, qualifications and related past job experiences; and
- at least two letters of reference in a sealed envelope
