Loan No 2238-MON (SF)-Third Education Development Project

Executing Agency: Ministry of Education, Culture and Science

Brief Description of the Project:

The project aims at upgrading the quality of educational services at all levels by (i) modernizing the curriculum so that to become more relevant to the needs of society and economy, (ii) reforming the vocational and technical education (VTE) system to become relevant and demand driven, (iii) improving the teaching and learning environment through school rehabilitation and upgrading of facilities, and (iv) reforming the system of in and pre-service teacher education.

The Objective of the Service:

The consulting services will be carried out by a consulting firm in association with a domestic consulting firm and this Request for EOI is open to eligible consulting firms with proven experience in curriculum and education standards development, design of learning assessment schemes, teacher training, and gender issues of education; and from Asian Development Bank member countries.

The successful international consulting firm will support EA in the:

  1. development of a new national curriculum framework for the 12-year education system with aligned education standards;
  2. establishment of a learning assessment scheme;
  3. preparation of a comprehensive in-service training system based on the new curriculum framework; and
  4. implementation of National Program in English Education.

Required Expertise:

The Project will recruit 10 person-months of international academic consultants and 77 person-months of domestic academic consultants. The following experts will be required.

Details of EOI:

EOIs must include comprehensive details on following:

  • Extensive experience in similar projects
  • Experience in the project country or in similar socio-economic conditions
  • Work experience in kind of work under consideration
  • Availability of required experts
  • Work volume in monetary value and man power sufficient to indicate that the firm has a capacity to handle the financial and manpower investment required for the project
  • Any other factors that would help the firm to prove the capacity to undertake such assignment.
  • Excellent communication and team work skills
  • Full time staff status
