Loan 2111-NEP: Skills for Employment

Invitation for Expressions of Interest (EOIs)- Market Oriented Short Term (MOST) Tile/Marble Fitter Training

1. The Skills for Employment Project (The Project) supported by the Government of Nepal and Asian Development Bank aims to promote poverty reduction by increasing the engagement in wage, international employment and self employment through market-oriented short term (MOST) skills training particularly for women, dalits and the other disadvantaged groups. Ministry of Education and Sports is the Executing Agency and Council for Technical Education and Vocational Training (CTEVT) is the Implementing Agency of the Project.

2. The Project now invites interested National Technical Training Providers (TTPs) to submit Expression of Interest for Package No. TTP-01/08: To conduct urban based Market Oriented Short Term (MOST) Tile/Marble Fitter training. The main objective of the assignment is to enable participants to learn tile/marble fitting skills so that they will gain employment opportunity locally and abroad after completion of training. The TTP should have their own training facilitators, if not, proposal should come in the joint venture with other TTPs and joint venture agreement should be submitted.

3. The training will be of three months (390 hours) and provided to 900 interested individuals in four cycles in year 2008/09. Each cycle will run in five different places ensuring regional balance and will have 10 groups with 20 participants in each group. TTPs are responsible for selecting the trainees with at least 60% disadvantaged group ensuring that 50% are women and 25% dalits and providing post training support to ensure 80% employment rate of the graduates. The maximum available budget is NRs 16.062 million (about $ 250,969) including stipend, skill testing fee and taxes.

4. The educational qualification of the trainees is grade 10 (SLC fail) and below as prescribed by curricula. The age limit of the applicants should be 16 - 40 years old.

5. TTPs will be selected and engaged under Quality Cost Based Selection (QCBS) method in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (February 2007). TTPs will be evaluated based on the Management Competence (15%), Financial Competence (15%), Technical Competence (65%) and Geographical Competence (5%). Based on the evaluation of the EOI, Only 6 Short-listed TTPs will be invited to submit the bio-data technical and financial proposal.

7. The EOI must be submitted to the address below by 6 June 2008 during office hours (10AM-5 PM).
