North Sindh Urban Services Corporation

North Sindh Urban Services Corporation Limited (NSUSC) is a newly incorporated public limited corporation based in Sukkur, to deliver improved water supply, sanitation and solid waste management services in North Sindh. This innovative start-up will deliver urban services to six TMA's in the districts of Sukkur, Larkana, Shikarpur and Khairpur. NSUSC is supported under the Sindh Cities Improvement Investment Program, a Sindh provincial government initiative supported by a US$300 million multi-year financing facility from the Asian Development Bank.

NSUSC invites applications from highly motivated, experienced and results-driven individuals for the following Sukkur-based position.

1. Director Operations and Services

The Director Operations and Services will be responsible for the operational and customer service activities of the company - this will include directing the improvement of existing utility services infrastructure; planning and oversight of future infrastructure development; and establishing and directing customer service delivery systems. The position reports to the Managing Director.

Qualifications and Experience Required:
  • Degree in a civil engineering discipline from a PEC recognized university, Masters in PHE or Environmental Engineering preferred.
  • A minimum of 10 years of professional experience in operations management; utility and services operations; knowledge of private sector utility experience shall be an added advantage.
  • Good knowledge of government procurement rules regulations and contract management.
  • Excellent interpersonal skills and able to communicate effectively with employee teams and NSUSC customers; strong computer skills
  • Fluent in Urdu and English; spoken Sindhi an added advantage
  • Between 35 to 55 years

2. Sector Manager - Water and Wastewater

Sector Manager - Water & Wastewater, reporting to the Director Operations and Services, is responsible for managing water & wastewater services. The role also entails managing outsourced contracts; identifying future operational needs; and supporting NSUSC's planning process. The position liaises closely with Customer Care & Quality Assurance and other operational functions for efficient service delivery.

Qualifications and Experience Required:
  • Degree in a civil engineering discipline from a PEC recognized university, Masters in PHE or Environmental Engineering preferred.
  • At least 10 years professional experience in operations and maintenance activities in a municipal services utility, or other entity requiring management of water and sanitation service delivery.
  • Ability to manage multiple teams across widespread geographic area
  • Excellent interpersonal skills; able to communicate effectively with employee teams and NSUSC customers, government agencies and consumer organizations
  • Strong computer skills
  • Fluent in Urdu and English; Sindhi helpful
  • Available for extensive field work and travel in North Sindh
  • Between 35 to 50 years

3. Manager - Capital Works

Manager - Capital Works, reporting to the Director Operations and Services, is responsible for NSUSC's US$ 30 million capital investment program. The manager will be responsible for all aspects of capital works delivery - managing design and construction supervision consultants; procuring contractors, materials and equipment; managing contractual relations; identifying and mitigating the environmental and social impacts, including land acquisition and resettlement

Qualifications and Experience Required:
  • Degree in a civil engineering discipline from a PEC recognized university, Masters Degree in Civil Engineering disciplines shall be an added advantage.
  • A minimum of 10 years professional experience in municipal infrastructure implementation and capital program management.
  • Good knowledge of government procurement rules regulations and contract management.
  • Experience in international procurement is essential and knowledge of ADB/World Bank procedures and FIDIC model documents shall be an added advantage.
  • Ability to manage multiple teams across widespread geographic area
  • Excellent interpersonal skills; able to communicate effectively with employee teams, external consultants and government agencies
  • Strong general computer skills.
  • Fluent in Urdu and English required; Sindhi helpful
  • Available for extensive field work and travel in North Sindh
  • Between 35 to 50 years

4. Social & Land Acquisition and Resettlement (LAR) Safeguards Specialist

Social & Land Acquisition and Resettlement (LAR) Safeguards Specialist, reporting to the Director Operations and Services, will be responsible for managing land acquisition and the social and LAR impacts of the NSUSC service provision, resulting from its capital investment program and daily operations. The position entails liaising with external agencies - local and provincial government agencies, Board of Revenue, relevant land acquisition collector's and local officials, ADB and external consultants.

Qualifications and Experience Required:
  • Degree in law or Masters in sociology, economics, applied social science or other related fields.
  • At least 10 years professional experience in social development; experience of land acquisition for public sector projects and revenue documentation essential; good knowledge of safeguards compliance monitoring, public consultation and participation; experience in ADB/World Bank financed projects preferred;
  • Excellent interpersonal skills; able to communicate effectively with employee teams and NSUSC customers, and government agencies, revenue officials and consumer organizations
  • Strong computer skills
  • Fluent in Urdu and English; Sindhi helpful
  • Available for extensive field work and travel in North Sindh
  • Between 35 to 50 years
