Invitation for Submission of Expressions of Interest (EOIs)

Loan 2222-VIE: Greater Mekong Subregion (GMS): Kunming-Hai Phong Transport Corridor - Noi Bai-Lao Cai Highway Technical Assistance (TA) Project

Consulting Services for Appraisal of the Detailed Highway Design


1. The Government of Viet Nam has applied for a loan from Asian Development Bank (ADB), the proceeds of which will be applied to the GMS Kunming-Hai Phong Transport Corridor - Noi Bai-Lao Cai Highway TA Project (the TA Project). The Vietnam Expressway Corporation (VEC) is the implementing agency for the TA Project. Part of the proceeds from the loan will be applied to expenses for consulting services for appraisal of the detailed highway designs, for which this invitation for EOI is issued.

2. The consultants, which are being engaged under the TA Project, will complete the detailed designs for the Noi Bai-Lao Cai Highway by the middle of January 2008. The Highway is a 244 km grade-separated and access-controlled highway including 10 interchanges with toll booths, and 5 service areas, starting at Noi Bai in a suburb of Hanoi and ending at Lao Cai, on the border with the People's Republic of China, in the northwest of Vietnam.

3. Scope of works for the consulting services for appraisal of the detailed highway design includes:
  1. Review draft engineering reports to be prepared by the consultants for under the TA loan;
  2. Examine the given highway geometric designs; undertake road safety audit of the highway geometric designs; confirm accordance of the designs with the standards and regulations in Viet Nam, and propose necessary changes in the designs if needed;
  3. Make geological investigations; review the given slope protection designs, confirm accordance of the designs with the standards and regulations in Viet Nam, and propose necessary changes in designs if needed;
  4. Examine the given highway structural designs such as bridges, culverts, and drainage; confirm accordance of the designs with the standards and regulations in Viet Nam; and propose necessary changes in designs if needed;
  5. Examine the given highway facilities designs such as electric, information, communication, and tolling systems; confirm accordance of the designs with the standards and regulations in Viet Nam; and propose necessary changes in designs if needed;
  6. Examine the given environmental mitigation works; confirm accordance of the designs with requirements provided in the approved Environmental Impact Assessment and standards and regulations in Viet Nam; and propose necessary changes in designs if needed;
  7. Review cost estimate to be made by the TA loan consultants;
  8. Discuss outputs of the appraisal of the give highway detailed designs with the consultants for the TA Project; and
  9. Prepare an appraisal report, and submit it to VEC.
4. The consulting services are expected to be implemented over a period of 3 months, commencing in January 2008.

5. VEC now invites eligible international consulting firms to submit their amplified EOIs for the consulting services which meet the following criteria:
  1. Sufficient experiences on design of grade-separated highways and/or construction supervision of the grade-separated highway construction in Viet Nam;
  2. Sufficient technical expertise in highway geometric design, geological investigation, highway structural design, and highway facilities design required to carry out the above consulting services; and
  3. Familiarity with the policies and guidelines of Vietnam with respect to highway design, and also internationally-recognized highway design standards.
6. The consulting firm will be selected in accordance with consultant's qualification selection procedures set out in ADB's Guidelines on the Use of Consultants (2007). The estimated cost for the consulting services, inclusive of all the taxes, is $240,000. Interested consulting firms must provide amplified EOI and information on their experience and competence relevant to the consulting services. The firm with most appropriate qualifications and references based on the EOIs will be asked to submit a combined technical-financial proposal, and then invited to negotiate the contract.

7. The interested consulting firms are requested to present the following, but not limited to, in their EOI:
  1. Nationality, history, number of employees, locations of the headquarters office and branch offices, and annual turn over in the past three years of the firm;
  2. Experiences of the firm on detailed design of grade-separated highways and supervision of the grade-separated highways construction in Viet Nam and other countries;
  3. The firm's observations on the highway designs and construction works in Viet Nam;
  4. Summary of the firm's proposal on structure of the consultant team (positions and person-month inputs), consulting service schedule, and cost estimate; and
  5. General comments on the consulting services.
A paper of the letter size or the A4 size should be used for EOI. The page limit for EOI including main text, appendixes, and any kinds of reference document is 30. The page exceeding will be penalized. Weights for the criteria for evaluating EOIs are:

Firm's background - 10%
Relevant experience - 30%
Technical competence - 40%
Management competence - 10%
Presentation of EOI - 10%

8. The deadline for the submission of EOI: 5:00 pm on 24 January 2008 to the address below. Late submissions will not be accepted.
