The expected impact of the SSTA and ensuing Project will be the initiation of a long-term transport system investment program that will enable Lahore to make a greater contribution to national development, while improving in the quality of life for the city residents, including the poor.

The SSTA outcome will be an investment project design and financing agreed upon by the Government and ADB.
- Project Outputs

Technical and legal due diligence, detailed structure and terms of the transaction, prequalification and bidding documents for transaction, contract award, and negotiations with lenders.
- Consulting Services

The SSTA will provide a total of 85 calendar days of professional input of consulting service with 2 international staff.

- Recruitment of Consultants

The consultants will be recruited as firm using single-source selection in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers. The consultants will have expertise in structuring public-private partnerships, and experience with assisting in evaluating and negotiating PPP transactions. The SSTA will be implemented from March to December 2008.
