Objectives and Scope
The objective of the SSTA is to develop a renewable energy fund feasibility study that can be introduced to the marketplace by inviting proposals from qualified private sector fund manager(s) for the formation and management of one or more funds that will invest for long-term capital appreciation. The outcome of the proposed SSTA will be an approved study to establish a renewable energy, energy efficiency, and greenhouse gas mitigation investment fund. Key Components: (i) a review of the investment attractiveness of projects identified through REACH initiatives, (ii) a fund design feasibility study, and (iii) an investment memorandum and call for proposals.

Consulting Services
The TA will require 4 person-months of consulting services. An international consultant will be engaged on an individual basis and should have expertise in (i) financial structuring of private equity and/or debt based investment funds; (ii) evaluation of fund managers; (iii) investing directly or through funds in emerging markets, preferably in Asia; and (iv) working with multilateral development banks such as ADB. Knowledge of small to medium renewable energy, energy efficiency or other GHG mitigation projects, CDM and power sector experience is desirable.
