The impact of the proposed regional TA is to promote increased incorporation of gender and governance design features within ADB loans.
- Project Outcome
-
Its outcome will be to identify and support emerging practices to ensure women's equal participation in decentralized governance processes and structures. This will include: (i) support policy and legal reform efforts aimed at sustaining women's participation in decentralized governance; (ii) assess the range and potential impact of ongoing gender-responsive budget initiatives; (iii) develop mechanisms for interface among female representatives of local administrative bodies, national level elected/ nominated female representatives, and national women's organizations for lobbying and advocacy ; and (iv) support the capacity of elected/nominated women representatives to perform their roles and responsibilities at the local government level. The TA will be implemented in Cambodia, Nepal and Indonesia.
- Project Outputs

The good practice outputs of the TA would be put to immediate application in ongoing and upcoming ADB loans/TAs.
1. Assessing the gender-responsiveness of current policy and legal/regulatory frameworks related to women's participation in decentralized decision-making processes and structures. Focus will not be limited to decentralized political/administrative structures but include trends and persisting impediments to women's participation in community-based structures for resource allocation, management and monitoring and the provision of basic public services (i.e. water users' groups/associations; farmers associations; business associations; health committees; parents' associations, etc);
2. Identifying critical policy and legal/regulatory reform needed to institutionalize women's participation and their representation in decision-making processes and structures. Support will be provided to consultative policy/law drafting to institutionalize women's participation in decision-making processes and structures in local administrations;
3. Stock-taking of ongoing/emerging initiatives for gender-responsive budgeting (i.e. gender planning, gender budget-tracking, public expenditure review and gender-oriented taxation) in light of their potential impact on promoting pro-poor and gender-responsive resource allocation/management and delivery of public services;
4. Stock-taking of the effectiveness and impact of ongoing mechanisms for interface among female representatives, and national women's organizations for lobbying and advocacy [supported under the TA for Gender and Governance Issues in Local Government (2001)];
5. Supporting the capacity of women elected/nominated representatives to perform their roles and responsibilities in local governments;
6. Compiling a good practice manual and operational guidelines for local bodies;
7. Reviewing ADB portfolio and its potential for incorporation of gender and governance components ;
8. Designing and delivering a job fair-cum-regional workshop on gender and governance.
- Consulting Services
-
An international NGO will be engaged under the Quality- and Cost-based Selection Method as a firm to undertake consulting services under this project, in accordance with ADB's Guidelines on the use of Consultants and the satisfactory procedures for engagement of national consultants. The implemetation team fielded by the internation NGO will be composed of: international experts (team leader and field coordinator, gender budgeting experts and research coordinator), and sub-contracted National Research Institutes and Women's NGOs.
