The TA will finance 24 persons-months of international consultants and 56 person months of national consultants comprising of: (i) Project Team leader and Design Expert; (ii) Deputy Team Leader, Policy and Institutional Expert. ADB will engaged a qualified firm to recruit and manage national consultants and additional individual consultants as necessary to provide services in accordance with the terms of reference using the quality and cost-based selection method, following ADB's guidelines on the use of consultants and arrangements satisfactory to ADB for the engagement of national consultants.
