Project Impact
Project impacts will include the following: (i) raise the level of awareness among key stakeholders about the potential of markets for ecosystem services such as carbon sequestration in responding to environmental and developmental goals; (ii) demonstrate related mechanisms for several types of ecosystem service in selected sites for learning and for subsequent replication, especially to capture financial transfers through the carbon market; and (iii) identify ways to incorporate ecosystem services financing into development investments of ADB and its partners.

Project Outcome
Four components and corresponding outputs are anticipated: (i) Documentation of mechanisms to create/capture markets for ecosystem services in Asia-Pacific. Existing mechanisms, including Reduced Emissions, will be compiled and analyzed to identify lessons learned. A compendium of cases will be produced. (ii) Identification of Key Stakeholders. The key stakeholders will include actors such as government, conservation organizations, community groups, research organizations, practitioners and private companies who purchase ecosystem services on the local or global markets. This identification will build on the first component, and an improved understanding and registry of key stakeholders will be produced. (iii) Regional Conference(s)/Workshop(s). To build regional understanding and consensus on promising approaches, a meeting or meetings will be held as a venue for learning from leading thinkers and practitioners in this field drawn from the region and elsewhere. Key resource persons will be scholars/researchers, practitioners and private sector representatives from the entire range of "buyers" of ecosystem services. A marketplace function may be considered if project concepts are sufficiently developed. A workshop will also be held to thresh out key issues on this subject and to chart future directions in the region, with the results of meetings being prepared and disseminated as knowledge products. (iv) Learning Sites. Mechanisms covering all the broad categories of ecosystem services will be designed and implemented in selected DMC sites. The design and implementation of such mechanisms will address both environmental (i.e., local and global sustainability) and developmental goals (i.e., poverty alleviation). Documentation of the case studies, in particular the lessons learned, will be prepared and disseminated.

Project Outputs
The implementation of the project components will: (i) raise the level of awareness about markets for ecosystem services and expand their application in achieving environmental and development objectives; (ii) identify key partners in their implementation; (iii) identify opportunities for improved country, subregional and regional planning in the application of this approach, both on the part of government and ADB; (iv) document lessons from learning areas; and (v) identify specific opportunities for further operational development and expanded application, including ADB's role.

Consulting Services
The project will recruit individual consultants, both international (15 person-months) and domestic (24 person-months).
