Project Impact
Reduce greenhouse gas (GHG) emissions and improve energy security in the Pacific through energy efficiency (EE) and conservation.

Project Outcome
The outcome of this TA will be a joint ADB and GEF EE project agreed between the PICs, ADB and GEF whcih will fund the development of capabilities and teh EE improvements in the industrial, commercial, residential and public sectors.

Project Outputs
The TA will be implemented in Cook Islands, Papua New Guinea, Samoa, Tonga, and Vanuatu in two phases. Phase 1, lasting five months after commencement, will consider the capacity development needs/requirements in the private sector, financial institutions and Government; it will review also from a pro-poor, gender equitable perspective, the policy and regulatory framework for energy efficiency and conservation; it will address the needs/requirements for technology transfer and products labeling; it will assess the barriers and constraints to and it will prepare an estimate of the market for energy efficiency improvement. It will also prepare a determination of the best way to promote/set up structured energy management system to sustain EE initiatives over the long run. Including the sector(s) that should be the initial focus of the EE system-managed energy efficiency improvement program in four selected PICs and a determination of the feasibility of EE system-implemented energy efficiency programs for the selected PICs. Based on the result of Phase 1, Phase 2, lasting eight months after completion of Phase 1, will include the enhancement of awareness of the energy efficiency and conservation opportunities and mainstreaming energy efficiency in the energy/electricity sector. Phase 2 will also include the preparation of a detailed structural design of a sustainable Pacific EE system development project for ADB/GEF funding support.

Consulting Services
This proposed RETA will require a team of international (30 person-months) and national consultants (52 person-months), to be recruited through a consulting firm. The consulting services will include:(i) Energy Efficiency Economist and Policy Specialist (team leader), international technical expert with expertise in energy efficiency economics and energy policy and institutional development in small island countries (12 person-months); (ii) Energy Efficiency Institutional/Capacity Building Specialist, international expert specializing in private and public sector capacity building (12 person-months); (iii) international specialist consultants as required (6 person-months); and (iv) five national technical experts (8 person-months per Pacific island country), with experience in energy efficiency policy and related projects.
