Project Impact
The impact of the TA is expansion of trade and investment in Asia and the Pacific through an integrated and pragmatic regional approach to trade. Capacity building will enable DMCs maximize the benefits of regional trade integration and facilitation initiatives in the region.

Project Outcome
The outcome is more awareness of trade-related needs and effective approach to close the regional gaps through Aid for Trade; a regional approach and strengthened public and private partnership (PPPs) in trade facilitation; and enhanced institutional capacity of DMCs in dealing with FTAs and deepening South Asian integration

Project Outputs
The TA will include four major components: (1) Aid for Trade Road Map for Asia and the Pacific. This component will define the regional trade-related constraints and design an effective regional approach to AfT. (2) Support for Regional Trade Facilitation. This component aims to promote the adoption of efficient and transparent trade facilitation measures and strengthen the capacity to implement these measures through strong public-private partnership. The TA envisages two activities: a trade facilitation reference book and a high-level conference on trade facilitation. (3) Training Course on Designing, Negotiating and Implementing FTAs. Around two (2) regional training courses (with participants from all sub-regions in Asia and the Pacific) will be conducted in 2009-2010. The course aims to enhance the technical and analytical skills of DMC trade officials involved in FTAs and equip them with the necessary tools in undertaking FTAs. (4) Support for South Asian Integration. At the specific request of the South Asian Association for Regional Cooperation (SAARC) and the Indian Government during an ADB consultation mission to New Delhi, India on 5 and 7 March 2008 , this component aims to provide capacity building in extending the scope of South Asia Free Trade Agreement (SAFTA) into new areas such as services and investment.

Consulting Services
The project will require about 6 person-months of international and 20 person-months of national consulting services.

Recruitment of consultants is expected to commence in August 2008.
