Building Opportunities for Policy Integration

Opportunities are available to pursue economic development within an integrated policy framework in which ecosystem services are valued and protected. Under this scenario, the new and revitalized public institutions could play a significant role in developing, implementing, and enforcing the policies and identify the ways in which contemporaneous development of economic and environmental policies support common objectives, particularly at local and regional levels and especially within urban centers (Smith and Jalal 2000). Chapter 4 continues to build on the opportunities and the need for policy integration. of international environmental governance is that of carbon trading.
