Practical Guide to Capacity Development in a Sector Context

This Practical Guide aims to assist practitioners working with capacity development (CD) processes. It targets staff and managers in public organizations who are or want to become change agents or change managers, as well as staff from the Asian Development Bank (ADB) or other development partners who wish to support CD processes.

The guide is most useful in decision making and planning processes at the strategic level. While it is intended to serve within the context of a broad sector perspective, where several organizations may form part of a sector-wide CD process, the tools in the guide may also serve narrower CD processes in individual organizations.

The tools are first and foremost helpful for partner-led diagnosis and planning of CD. They are intended for use in governments’ diagnostics and analytical work, pre-country program strategy analysis, and assessments and economic, thematic, and sector work.
