This Draft Practical Guide aims to assist practitioners in public organizations, the Asian Development Bank (ADB) and other development partners who are or want to become change agents supporting capacity development processes.

The tools are intended to support governments' conduct of sector-level diagnostics and analytical work, country program strategy analysis, and complement economic and thematic assessments.
