This study, based on a large scale survey of households and financial institutions in Guizhou Province, identified constraints in the credit demand and supply in the rural poor areas. It assessed the pilot programs of rural credit cooperatives, and examined government policy on support of rural areas, farmers and agriculture through financial and public finance support.

With analysis of issues in policy, legal, operational environment, and organizational structure of rural financial institutions, the study made a set of policy recommendations for establishing a sustainable rural finance system.
