In preparing a country strategy and program (CSP) for Nepal, ADB adopted a highly consultative and participatory process. ADB organized five local consultations covering five development regions in late 2003 to listen to the voices from the field to ensure that demand-driven programs and projects are designed and implemented. Participants in the consultations included a range of stakeholders– farmers, socially excluded and disadvantaged groups, women, laborers, businessmen, teachers, health workers, lawyers, journalists, local government officials, and nongovernment organizations' representatives. ADB also organized a series of consultations with the representatives of civil society organizations, private sector, academe, trade unions, political parties, and government in 2004.
