Water and Poverty- Fighting Poverty through Water ManagementBy John Soussan Problems with water security are a critical part of the overall experience of poverty that so many face. This paper outlines a pro-poor framework for action, linking poverty to water security and introducing interrelated issues of governance, water quality, access, livelihood opportunities, capacity building and empowerment, water related disaster prevention and management, and sustainable water resources and ecosystem management.

It also proposes constructive steps towards improving water security for the world's poor. 
The Water and Poverty Initiative- What We Can Learn and What We Must DoBy Dirk Frans and John Soussan An Overview of International Case Studies This paper offers an analysis of 30 widely varying cases from 20 countries ranging in size from the tiny atoll of Kiribati in Micronesia, with a population of less than 100,000, to the giant People's Republic of China, with a population of 1.28 billion. The cases explore water issues as they affect the poor in many parts of the world, suggest lessons learned from the sometimes experimental interventions, and challenge some widely held beliefs about water management. 
Water and Poverty- The Themes
A Collection of Thematic Papers Pro-poor water governance, community empowerment and capacity, how to reach the poorest among the poor, the links among water, health and poverty, gender and water, water and food security, and how water plays a role in developing sustainable livelihoods for the poor, are among the themes explored in this publication. It features chapters by experts from the Gender and Water Alliance, WaterAid, the Global Water Partnership, the International Water Management Institute, and other known international experts.

Experiences from the Field Ten cases from international experts tell important stories of innovative approaches to water problems around the world. Contributions include cases from WaterAid, the International Water Management Institute and the Gender and Water Alliance, and other known experts in the world of water and development. Gender, access, integrated water resources management, irrigation, coastal issues, and watershed development are among the issues explored in these useful case studies. 
Water for the Poor- Partnerships for Action
How to Bring Water to the Rural Poor This paper addresses the need to raise the quality of investments in poverty reduction projects and programs that aim to improve the water security of the rural poor. Partnership can promote initiatives to help improve project quality, replicate good practices, and increase demand-led rural water investments by strengthening local capacity and pro-poor water governance. 
Water and Poverty at the 3rd World Water ForumBy John Soussan Water and Poverty was the theme at the 3rd World Water Forum in Kyoto, Japan, for which ADB organized six sessions, as well as the opening and closing plenary sessions. This report outlines the broad range of issues discussed, including the need to mainstream water issues in terms of poverty reduction policies. In addition, these sessions reflected the new thinking on pro-water management that emphasizes the importance of partnerships. 
Bringing Water to the Poor - Selected ADB Case Studies
This publication presents 12 cases that give an overview of the types of poverty reduction projects ADB is either currently engaged in or has recently undertaken in the water sector, from water supply and sanitation to irrigation and drought relief. They help demonstrate ADB's commitment to help further global efforts to meet the Millennium Development Goals for water and sanitation. 
Impact of Water on the PoorBy the ADB Operations Evaluation Department Summary of an impact Evaluation Study of Selected ADB Water Supply and Sanitation Projects Six ADB projects are highlighted here, after being examined for their impact on poverty. The study focused on the level of improvement in water availability for different user groups, the economic and social impact of improved water availability on the poor, policies relating to tariffs, supply alternatives, and institutional arrangements, and solutions to common problems based on best practices. 
Water in Asian Cities - Utilities' Performance and Civil Society Views
This document summarizes both a study on water in 18 Asian cities (Chengdu, Colombo, Delhi, Dhaka, Ho Chi Minh City, Hong Kong, Jakarta, Karachi, Kathmandu, Kuala Lumpur, Manila, Osaka, Phnom Penh, Seoul, Shanghai, Tashkent, Ulaanbaatar, and Vientiane) and a regional workshop held to present the findings to representatives of civil society and the media. The workshop also examined the role these groups perceive themselves as playing in finding solutions to access and quality of water for the urban poor. 
Floods and the PoorBy Ian B. Fox Reducing the Vulnerability of the Poor to the Negative Impacts of Floods Flood mitigation projects worldwide have tended to follow a standard, top-down and predominantly engineering approach. This paper suggests problems with that approach, examines water-related disasters from the point of view of affected poor households, and proposes steps to help flood-prone communities prepare to cope more effectively.

Cooperation in Shared Water Resources in Central Asia This report looks at the continuing work being done to sustainably manage the resources of the Aral Sea basin to the satisfaction of the five countries that share its water. The emphasis on these papers is on cooperative management of shared water in the location of one of the most widely recognized environmental lessons on the planet. 
Small Piped Water NetworksBy Hervé Conan Edited by Charles T. Andrews and Almud Weitz Helping Local Entrepreneurs to Invest This book is about small-scale private water providers in Asian cities and the entrepreneurial potential of small piped network operators. It proposes that city officials, city water utilities, and local banks work closely with small network entrepreneurs to bring water supplies to the poor and disadvantaged. 
Water Voices DocumentariesBy Eddie Ll. Quitoriano Testing Audience Impact in Poor Communities ADB showed the Water Voices documentary ‘Tinagong Paraiso’ (‘Hidden Paradise’) in two poor communities in the Philippines and held focus group discussions after the viewing to analyze the video’s immediate effects on the residents’ knowledge and attitudes, and to assess the Water Voices documentary series’ potential in influencing community practices. 
An Agenda for ChangeSetting the Rules and Finding the Money Is there a conspiracy against the poor? Why is it that after concerted efforts spanning decades, the poor still does not have access to safe drinking water? Have conventional mindsets or vested interests stymied progress in this direction? Achieving the goal of improving the water security of the poor will need changes to the ways water resources are managed and water services delivered. Change is necessary to lift productivity and reduce inequality. This report highlights the change agenda discussed at the ADB Water Week 2004, which carried the theme: Water for the Poor-Setting the Rules and Finding the money.
