Consultations

The Bank organized its first ADB-NGO Consultative Meeting on Environment and Natural Resource Management in 1989. A follow-up meeting took place in 1992. Also in 1989, the Bank initiated studies in several countries to examine cooperation with NGOs in agricultural and rural development projects. Consultations with NGOs led to working arrangements in seven of the Bank's developing member countries.

The Bank continues to broaden its consultations with NGOs. Project and policy consultations between NGOs and Bank Management and staff are an important feature of the Bank's Annual Meetings. NGO Consultations were an important part of the work of the Bank's 1993 Task Force on Improving Project Quality. In recent years, regular discussions between the Bank and NGOs have been held on a range of operational issues. NGO input is sought regularly in the development of new policies. Recent consultations have addressed policies on forestry, energy, population, involuntary resettlement, indigenous peoples, confidentiality and disclosure of information, and cooperation with NGOs.

The Bank is taking steps to broaden the consultative processes it follows in other aspects of its operational work. Project staff in particular increasingly are recognizing the importance of consultations with NGOs in formulating projects and technical assistance activities. Through the Bank's new policy on Confidentiality and Information Disclosure, the Bank is working closely with NGOs in providing information on the Bank's activities. Technical assistance for 1995 proposes to undertake a survey of NGO communities in a number of the Bank's developing member countries with a view to identifying ways in which the Bank, NGOs and governments can work together more closely in the development process.
