C. Governance Dimensions of ADB Operations

37. The Government continues to make progress in improving public sector management with assistance by external funding agencies, including ADB. This has helped modernize the public sector and address skills shortages in the public administration system. ADB’s operational program has assisted in:

1. strengthening the Audit Office;

2. corporatizing and improving financial management of the public power utility;

3. strengthening the Statistics Section of the Ministry of Planning and National Development;

4. establishing MCHE and improving management and efficiency in the postsecondary education system;

5. strengthening legal education and judicial training; and

6. enhancing capacity of the public accounting system.

ADB will provide advisory services in 2000 to prepare a first national science and technology masterplan, to enhance institutional capacity of Maldives Customs Services and to conduct a comprehensive review of the social security system and provide recommendations for its reforms. Further ADB assistance is being considered to:

1. further strengthen the capacity of the public accounting system;

2. enhance the capacity of anti-corruption investigation; and

3. support institutional development and capacity building in regional planning and decentralized atoll development.
