IX. Local Cost Financing

60. Local cost financing will continue to be an issue in view of the substantial external financing gap and continuing budgetary constraints. In line with ADB policy, a higher percentage of local cost financing may be provided, especially for projects which address poverty or environmental concerns or which are located in rural areas.
