E. Gender Dimensions of ADB Operations

85. The PRC country briefing paper on gender issues was completed in 1998 which analyzed gender-related issues and identified factors that should be taken into consideration when designing ADB projects. Because of PRC’s lack of access to ADF, ADB has not been able to deepen its involvement in the social sectors which offer the best opportunities to design and implement interventions aimed specifically at women. However, gender issues will continue to be considered in conjunction with ADB loan and TA operations. Specific gender concerns will be identified through the completion of social impact assessments for loan projects, with particular emphasis on those projects located in minority and poverty areas. The special needs of women will be considered while developing resettlement action plans and enterprise restructuring programs. Overall, ADB’s gender strategy in PRC is to assess the likely impacts on women and build appropriate mitigation measures into project designs to ensure that any negative impacts will not be disproportionately borne by women.
