VII. ADB’s Operational Program100. ADB lending, which was $1.259 billion in 1999,15 is expected to decline about $870 million in 2000. The main reasons for the decrease in 2000 were the deferment of several projects because of factors related to project quality or administrative processing issues: (e.g.the Hebei Zhanghewan Pumped Storage Plant Project; Yellow River Flood Management Project; Mudanjiang Water Supply). The proposed 2001 lending (including overprogramming) is estimated at $1.4 billion to support the Government’s high priority initiatives for social security reform by providing a policy based program loan. For the remaining period (2002 and 2003), the lending program will be about $1.3 billion. The lending program will be supported by a TA program for about $15 million annually during 2001-2003 period, including a 10 percent overprogramming. 101. The 2001-2003 lending and TA programs are summarized in Table 1. The TFYP, which is being formulated, is likely to focus on the development of the poorer central and western regions to alleviate poverty and reduce development disparities between these regions and the wealthier coastal region. In line with the Government’s priority to stimulate the development of these poorer regions and ADB’s focus on poverty reduction, the 2001-2003 lending program will result in more investment in these regions. Support for projects addressing environment protection and urban poverty reduction in the coastal region will be continued. The lending program mix will reflect the recommendations made in the ADB’s Poverty Reduction Strategy which calls for increasing public sector lending to poverty interventions. Poverty intervention projects, including one “core poverty intervention” project, account for about 52 percent in number and about 55 percent in amount of the 20001-2003 lending program. The TA program has been restructured by giving priority ies to PPTAs and ADTAs which maximize ADB’s strategic impact.16 Three key themes in the TA program are governance, improved environmental management, and poverty reduction. A listing of the proposed projects in the pipeline for 2001-2003 is summarized in Appendix 4; and a breakdown by poverty classification, cross cutting operational priority and sector in Appendix 5.
