VIII. Economic and Sector Work Program

102. To enhance operational efficiency, a comprehensive Home Page residing on ADB’s intraweb system has been developed for PRC. Work will continue to upgrade the Home Page. Additional work will be undertaken to update and improve ADB’s PRC geographic information system (GIS). The GIS provides a powerful tool to help better target ADB operations in the poor areas of the PRC. The GIS system identifies both poverty counties and indigenous people’s counties. Both systems will be set up at the PRCM to facilitate the exchange of information with between ADB Headquarters and PRCRM.

103. The Economic and Sector Work (ESW) has three major themes: (i) governance: the program builds on past successful work in areas such as law and policy reform; (ii) environment: the program continues to build on ADB’s past successes in both lending and policy advice, and includes more assistance for “green side environmental issues”; and (iii) poverty: the program has been structured to address some poverty issues within the constraint posed by PRC’s lack of access to ADF. The summary of ESW for PRC is shown in Table 2: Technical Assistance Economic Sector Work. The program includes more ESW related to poverty reduction reflecting ADB’s overarching objective of poverty reduction and cross-cutting concerns other than governance and environment. To help sharpen the focus of ADB’s poverty reduction efforts, the preparation of a poverty profile and an ADTA for an Urban Poverty Study are under way. T and the program includes new ADTAs for Pro-poor Urban Heating Reform, NGO Partnership for Poverty Reduction and Shanxi Poverty Reduction Strategy. Environmental and governance profiles will be developed for PRC during the program period. A new theme that was added to ADB’s economic and sector work relates to WTO and globalization. ADB will help to assess the impact of global free trade on SOE reform, the implications on WTO membership for legal reform and environmental compliance (ISO 14000).

104. ADB has been playing a lead role in helping the Government to formulate strategies to address key long-term development issues through the Policy Support for the PRC 2020 Project Studies which outline the Government’s policies to guide development in all sectors of the economy for the next 20 years. Supporting development in the western regions will be a key theme of the economic and sector work. A follow-on third phase of the 2020 study will focus more on the development of the western region with special reference to ADB’s overarching objective of poverty reduction and future lending operations in the western region. The results of this work will be reflected in the TFYP and will provide inputs for revising PRC COS. The TA program includes additional TAs to support development in the western region (e.g. Study on Foreign Capital Utilization in the Western Region; Environmental Management in the Western Region; Strategic Study in Urban Infrastructure).
