Country Assistance Plans - Tajikistan

VI. Cofinancing and Catalyzing External Resources

69. ADB is actively continuing to explore avenues to mobilize cofinancing in conjunction with the lending program for 2000-2003. Given the country's limited debt service capacity and in line with the external borrowing policy agreed with IMF, official cofinancing (especially concessional and grant cofinancing) will be explored from bilateral and multilateral sources. Although presently there are limited prospects for export credit and commercial cofinancing in Tajikistan, due largely to the security situation, ADB will continue to explore such possibilities for commercially viable projects in line with the external borrowing policy.

70. Although cofinancing opportunities for Tajikistan are limited, there are possibilities for both projects scheduled in 2000. The Organization of Petroleum Exporting Countries Fund for International Development (the OPEC Fund) committed $4 million for the proposed Road Rehabilitation Project. For the proposed Power Rehabilitation Project, IsDB committed $9.3 million and the Government of Switzerland is currently considering Tajikistan's request for cofinancing of $6 million.
