124. The ADB has coordinated its efforts in Thailand closely with those of the IMF, World Bank, and Government of Japan, which are the other three major sources of official external (loan) assistance to Thailand, as well as UN agencies and bilateral donors. The proposed assistance program was developed in consultation with other development partners, including donors, local and international NGOs, academia and the media. A division of responsibilities has been worked out based on the Government's priorities, ADB's own priorities, and our comparative advantage vis-à-vis the other donors. It has usually been found more effective to divide responsibilities within sectors, rather than among sectors. While responsibilities are divided among key donors within a sector, coherence is provided to overall external assistance through frequent consultations among the donors to ensure a consistency of approach. These consultations have resulted on occasion in the establishment of cross conditionalities in our respective policy loans. This same approach holds for donor coordination in Thailand during 2001-2003. Discussions are ongoing between the ADB and the World Bank about joint preparation of a poverty reduction strategy, and division of responsibilities for further assistance on capital markets development, restructuring of public sector financial institutions, water management policy, and development of river basins.

125. The total portfolio of external loan and grant assistance amounts to over $10 billion, of which 95 percent is accounted for by the ADB, World Bank, and JBIC. ADB staff consult regularly with their counterparts in the IMF, World Bank, and JBIC, Australian Agency for International Development (AusAID), Canadian International Development Agency (CIDA), European Union (EU), Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ), Japan International Cooperation Agency (JICA), UNDP, and the Kenan Institute of Asia, supported by USAID. The following opportunities for possible cooperation with the above agencies were identified and will be pursued: education sector development and accountability activities with AusAID and UNDP; accountability activities with CIDA; SME development, decentralization, and agriculture/natural resource management activities with GTZ; specialized financial institutions restructuring, SME development, area development, economic corridors development, and border towns development with JBIC and JICA; poverty alleviation activities with UNDP; and SME development and accountability activities with the Kenan Institute of Asia.
