III. Sector Strategies

29. Institutional capacities and technical/professional expertise are seriously limited in Vanuatu and currently constitute a major constraint to the development of most sectors. ADB and other donors recognize that there is no short-term solution to Vanuatu's continuing dependence on external advisers. Substantial technical assistance is needed, both to meet the immediate and short-terms needs for specialized skills and expertise and to address longer-term institutional strengthening and capacity-building requirements. The latter in particular is critical to the success of the whole reform effort.
