D. Governance Dimensions of ADB Operations

36. Reforms undertaken during 1998, which included the passage of the Leadership Act, Public Services Act, and Government Act; reorganization of the Government into a more compact number of ministries; and initiation of performance-based personnel management, have substantially increased capacity and enhanced good governance. Despite the progress made in improving the public service, there remain substantial shortcomings in the legal sector, in the linkages between politicians and civil servants, in Parliament and in the integration of traditional customs with modern institutions. Given the over-arching emphasis on economic and public sector reform in ADB's strategy in Vanuatu, one of the key themes of ADB's operational program is to support policy and institutional strengthening, and capacity building in selected agencies.

37. ADB will also continue its support for the performance enhancement of basic services such as health, education, etc. This will complement, from a bottom-up point of view, the higher level corporate planning initiatives being put in place under the CRP.
