VII. ADB’s Operational Program

46. The planned loan and technical assistance pipeline for the period 2000-2002 is summarized in Table 1. The detailed list of projects is in Appendix 4 and lending by type and sector in Appendix 5. The project profile of the 2000 loan for outer islands infrastructure development is in Appendix 6.

A. The Proposed Program

43. The planned loan and technical assistance pipeline for the period 2001-2003 is summarized in Table 1. The detailed list of projects is in Appendix 4 and lending by poverty classification, crosscutting operation priorities and sectors in Appendix 5.


B. Strengthened Role of ADB's Regional Mission

47. In February 2000, there was a review of the current role and responsibilities of ADB's resident/regional missions (RMs) and a proposal of a policy framework to enable RMs to contribute more effectively to ADB's support for its developing member countries. The new policy aimed at achieving more client orientation and proximity to increase development impact. As part of such new policy, the country programming function for Vanuatu, which used to be with the headquarters, has been delegated to the South Pacific Regional Mission effective 2000. With this additional delegation, the regional mission now is responsible for the country programming, occasional project processing, and project portfolio administration in Vanuatu.
