Country Assistance Plans

The Country Assistance Plans (CAPs) were replaced by the Country Strategy and Program in 2001. Effective August 2006, the Country Strategy and Program was renamed Country Partnership Strategy.


The CAPs are ADB's core planning documents for operations in its developing member countries for three years.

The CAPs document ADB's medium-term operational programs in the countries, including

  • support of policy reforms
  • support of governance, capacity building, and regional cooperation programs
  • related public sector lending and technical assistance programs, and private sector operations

They provide the basis for ADB's overall Three-year Rolling Work Program and Budget Framework, which in turn underpins the annual Administrative Budget submission to the Board of Directors.

The CAPs are guided by medium-term country operational strategies (COSs) that are formulated every three to five years or more frequently when required to address changing country circumstances.
